Someone comes to Baker Street with a problem, They tell their story to Holmes and Watson. Sherlock has a think and goes away to find out more. Watson goes to find him. They figure it out. Everyone lives happily ever after. Rinse and repeat 22 times.

I didn't expect this book to be filled with short stories but I can't think of a better introduction to Sherlock Holmes.
