This is just a classic example of an anthology having uneven quality due to its own size. I love some of these stories, "Farmer Giles of Ham" reawakened my inner child, and "Leaf by Niggle" is one of my favourite short stories of all time. "Smith of Wotton Major" was great mostly at the beginning and at the end, which strangely enough, were the least magical parts of the tale too. This is a great anthology, and proof enough that Tolkien was more than just LOTR.
But it also includes "Roverandom" and those Bombadil poems I honestly didn't care about, and at times irritated me. Still, worth giving a try.
