More of a gesture at maturity than actual maturity, still feels too young and unformed and the storytelling chops just aren't always there. Stories end abruptly and often feel unbalanced and unsatisfying. But there is a real energy and passion to the book - perhaps due to Ellis being able to channel some genuine political fury into it. He treats the book as a genuine adult sci-fi thriller, asking what it would look like for a superhero black ops team to act as world police, essentially, with all the moral complexities that entails (including a retaliatory mass murder in one issue, which is honestly handled pretty poorly).
