The shifting second and first person narration has a point in this story - I just don't find it particularly well executed. 

If you like hands of the emperor already you might enjoy this, though I find it a bit too introspective to build on the plot of that story. I also don't think it does well to resolve the tension between the Emperor and the populist viewpoint some of the central characters have.

This is an interesting piece of the story, but it’s style and content are not as interesting to me as that of The Hands of the Emperor. Which is to say that I guess I’d rather know Kip’s thoughts than the Emperor’s.
