A significant drop from the rest of the series. Twice as long with less of what we expect. It's like the author invested so much time researching the politics and military structures of China and Japan that he wanted, very badly, to show his work. I'd prefer some action to characters having long discussions about nations' maneuvers in the South China Sea.

If it wasn't for a satisfying ending, I'd have rated this novel lower.
