I really didn't care for this that much, but that could be due to the fact that I do not know that much about the Shadow, Doc Savage, or the Avenger, so your mileage may vary. I found that the story kind of dragged a bit, and at points, it was hard for me to understand what was going on.

Justice, Inc. serves as an introduction to some classic characters: the Shadow, Doc Savage, and the Avenger. The problem I had is that it doesn't do a great job of explaining who they are and what they can do. However, by the end of the book each of the characters is pretty well defined despite not knowing much about their backgrounds. And the story is laid out in a way that it seems like it is meant to be the first tome people are reading these characters. It just misses the mark on presenting them in a way that is friendly for first time readers. I felt a little lost in the first couple issues because of that unfamiliarity.

As for the story itself, it was okay, but not great. There is a time travel element that serves to set things up, and then it gets lost to some of the other elements of the book. The villains that are involved might have been more meaningful if I knew who they were going in. For me, the highlight of the story is that it fleshes out the characters a bit, particularly the Avenger.

I liked the panel layouts for a lot of the book. They helped set the tone and pacing of the story. The art fell short at times with the characters because the level of detail could vary from one panel to the next. While this book didn't wow me, it did make me interesting in reading some more about these three characters.
