Ambitious attempt to provide a system for handling the activities of large organisations in Traveller. Designed for the 1st edition of Mongoose Traveller, will work in any edition which is close-ish to Classic Traveller principles. I question whether it's necessarily balanced, but it seems to at least be a means of producing interesting results and complications, which might be exactly what you want.
