The one star is solely for the art of a master, Jerry Ordway. 
A genius and auteur like Alan Moore should never turn over his creations to another writer. This one misses all the subtlety and satire inherent in Moore's superhero work, and it's just a poor excuse to hide characters from all the other great comics in history in the backgrounds of a shallow and empty headed police comic, from the Blue Beetle to Buddy Bradley. It may as well be Hill Street Blues, as most of the dialog is wasted on procedure rather than Moore's clever wit, not to mention that Moore's anti-cop and anti-authoritarian message is not just missing, but we get propaganda along the lines of the cops bitching about not being able to beat up perps, yet have to be cursed and spit upon. Awww...suck it up sister, cops are supposed to take risks and not blame anarchists for their failures to protect or serve (something we see writ now on the modern stage with cops failing to do anything at Uvalde, worried only that their sorry asses get home safe). It's comics like this that promoted the cop sucking attitude so prevalent today.
A waste of time.

This was just meh. It felt like a TV show where the original creator is gone and others are writing--the pieces are all there, but the magic is gone. I put it down halfway and almost didn't finish it.
