Zone 10 is Toshiko Sato’s debut in the Torchwood range, and Naiko Mori recaptures the character with ease. This story sees her going out on her own to prove herself, which makes the fact she is on her own quite natural, but does limit the potential for character growth. The story does develop from a mystery story to action, and gives her plenty of opportunities to demonstrate her character strengths which is always enjoyable. I cannot fault her characterisation or performance, and the other members of the cast give great performances. The only problem with this story, just as with the previous in series 2 of the range is the plot.
The Committee is really heavily focused on here, the first story to do so to this extent. This does leave very little room for any other narrative fields to occur. Tosh and an agent from the Russian version of Torchwood; the KVI, rescue someone from a time loop, get chased for a bit and then theres about a third of the runtime dedicated to exposition about the Committee. This story was not bad by any means but it left very little impression on me, the only thing that sticks more information collated about the Committee. We learn a lot about them and the nature of their involvement with the earth, Torchwood, and the past. I am glad to be getting some real development on this storyline, but in the process did completely forget about the story itself.
The resolution feels quite rushed, after so much time dedicated to the exposition, and in reality the ending is underwhelming. It’s just a bit of technobabble, then all is well. I’d hardly call it a cop out ending, it just feels like so much time was put into how the range would develop this ongoing story arc that this story got completely forgotten in the process. I do feel as if I am restating myself but I really do have very little opinion on the story. Its flaws are equally met with its strengths, leaving it as a fairly easy listen but nothing that impressive or interesting. Thankfully there is plenty more Tosh in future, and hopefully it is more stories about her once the Committee storyline is completed.

Toshiko! I’ve always loved when she takes the helm and takes charge in her own case. She’s wonderful with a spotlight and I’ve always loved her character.
A mysterious signal has been confusing Tosh for years, and as her own personal project, when she reaches a breakthrough she’s determined to follow it herself without interference from the team. She embarks on a mission to Russia but without backup, is she putting herself into unknown danger with no rescue?
I loved the premise of this story and I got all the nostalgic vibes. Torchwood remains to be one of the best and new stories with big finish will never get old.

Yay, Toshiko!! Out of the Hub, and on her own, following her own leads and investigating The Committee.
Some essential plot points moving the overarching storyline forward.
