There was so much packed into this story that I had trouble finding the relationship growth.

A great deal was made of Tristan being able to control his powers, yet it seemed that not everyone knew of his powers. It puzzled me where did these powers come from, how come he could control them sometimes and not others.

There was reference to how old they were in human years, and then reference to two centuries since the curse was made. It wasn't clear to me how merfolk years passed in relation to human years, or why time was calculated in human years and not meryears.

We learn early on that Tibs is a thresher shark. What kind of fish was Tristan when he was not in merman or human form? His tail glowed during arousal and was aquamarine. I am not well enough acquainted with saltwater fish to know fish type from that description.

There was a good concept here, but I felt that too many people, too many scenes, and too much backstory was loaded onto too few words.
