Well things definitely picked up in this volume—the series started finding its own voice, the characters get developed a bit more, and the story really starts getting interesting. I can't say it rivals Dragon Ball for me, because that series really hit for me personally in a way Naruto hasn't, for some reason. I suspect it's because of Toriyama's art style and focus on character-driven comedy, compared to Kishimoto's (somewhat) more realistic drawing and plot-driven approach.
