Maybe if this was a 150+ pages novella ... 
But this way with close to no worldbuilding and no explanations whatsoever - not to mention lots of words that are probably part of a sociolect that one simply doesn't learn in school -, I had no idea what was going on. I mean, I got the big bits, persecution and racism. But everything around it was a blur.

The year is 2043 and black americans are finally being given reparations by being given 'land' under the sea and they are modified into merpeople. Bonkers plot but I was definitely intrigued. 
It was a little hard to follow at times and ended really abruptly. It was a dark story and depressing although probabaly accurate. The racists and white supremists were still not happy even when black people disappear into the ocean. 
I feel that this concept needed a full novel. I enjoyed the concept but felt as though it suffered being a short story concept.

This could have been a good book but there was too much going on. The book is too short for the number of plots and subplots. I believe that if the author had stuck with the original storyline, black people becoming mers and relocating underwater, it may have been better.
