In this Oz book, Dorothy finds out her aunt and uncle are on the verge of losing their farm. She decides to call upon Ozma to take them all to her castle in the Emerald City, where they can live in comfort for all their days. Meanwhile, the Nome King, still angry over his defeat several books ago, raises an army to attack Oz.

How do you keep up suspense and a sense of danger in a series where a protagonist has a magic item that will grant them any wish?

You don't. You can't. And that's the big problem with the Oz books. While Ozma may not always use her magic belt for the obvious solution, there's never any thought that things will not end happily.
