Maybe more of a 3.5. There's still lots of action, Kate still seems torn between her past as an illegal cooker of drugs and her role as a police officer, there's some developments on the John Volos/Drew Morales front in terms of their relationships...and some fun crime sprees, but not enough magic in my opinion. Nor was the way she treated her younger brother Danny's issues at his school believable to me in the context of who Kate is and how she's suffered.
