The over-arching plot is interesting. I like how the romance is tied to a in-world mystery, as well. I thought the focus was very much on the plot and so the characters were a little flat at times. It’s a lot of “I do this because this” in the inner monologues. It’s not my favorite way of writing character development but it works. I enjoyed that by the end I could remember moments throughout where their true feeling for each other started to show. But the romance wasn’t the whole show.
