The Fantasy aspects of this book are pretty remarkable, followed by the political intrigue that is also much improved over its predecessor.
The author is trying to write interesting female characters, and I would be impressed by it if these books were from the 70's or 80's. For being written in the last decade, however, it still feels very rough for long sections.
