Did not finish book. Stopped at 3%.

Not what I expected. Much opinion supported by little fact, i.e. footnote for an assertion in text says author is still waiting for the actual report to confirm what he said!. This should have been woven in the narrative; since it was not I would be forced to investigate each footnote to verify the truth of any questionable statement.
