It's wildly inappropriate that these very pretty but very very old men are chasing after girls, in a book aimed at girls. Tella is fifteen. These relationships are not OK.

It seems to me that
Spoilerit's Legend's blood that stops Tella from dying from Jacks's killer kiss. Her heart gets slower and slower until then, and then it starts beating properly when Legend does some shady behind the scenes stuff. The age difference between Legend and Jacks is appropriate. They have similar motivations and interests. The only appropriate outcome is that Legend is Jacks's true love. That would be an awesome enemies-to-lovers. I know that won't happen. These books are as straight as a die, and I've read the next series (I genuinely didn't realise Jacks was the LI in Once Upon a Broken Heart, who would think that? There's nothing about his character that's ok.)
