Did not finish book. Stopped at 20%.

Donna was too obsessed with her sisters boyfriend. It felt like a teenage angsty romance rather than what the premise was supposed to be about. Donna also didn't seem interested in the line of work she was in and only wanted the money, she didn't care about saving the bay.
