It ends here. A bit of underwhelm but nicely wrapped.

There was a scene with the three mangaka where they voice out a concern of how to end the story they're writing, which for me, like Urasawa himself has doubt about how he should end this 20th Century Boys saga.

All in all, a very well crafted story, plot & character wise. Highly recommend!
