Slightly Scandalous by Mary Balogh

Freyja Bedwyn is not your typical romance heroine. She is ugly, and not the kind of ugly where the character thinks she's ugly even though she's actually the most beautiful woman in every room, but in the way that people around her comment out loud about her being ugly (or, at the very least, "not pretty"). She walks like a man. She fakes engagements not out of a perceived necessity, but because she thinks it's funny and she's bored. She threatens to scream when someone isn't listening to her, and then when he continues not listening to her, she screams. She understands the power that comes with her position in society and raises a haughty eyebrow to use it as needed. She is, in short, an absolute delight.

Joshua Moore is, however, a little annoying, with his refusal to take pretty much anything seriously, and with his constant winking. But Freyja makes up for him and carries her book very nicely.
