While the plot is growing, I find Katniss's voice in the narrative a bit harder to read/empathize with. It perhaps feels a little too much like the entire book is only to set up the conflicts for the end of the trilogy. The book does a good job of picking up the threads from the last book, but starts to get this muddier feeling after the Victory Tour,
once they are in the Training Centre
. The premise of the 12 districts sending two tributes each unfortunately makes it difficult in this book, where there is less emphasis on Katniss as an individual, and so the care you have for characters is forced to be stretched thinner. I still enjoyed the book and look forward to the next, but didn't feel the pull to read the book as I did with the first.
