It was just too slow. Things really don't start happening until the last 50 (or so) pages. I loved Lightsong and Siri, I cannot stand Vivenna. Unfortunately most characters have incomplete arcs - Vivenna being the worst unfulfilled character arc in that she loses everything (including her self-righteous bias thank goodness) but gains absolutely nothing. Meanwhile Siri and Lightsong both grow, learn, and change; they both lose a part of themselves but they gain so much more. And in the end what they lost was also for the better.
