This series is the only one that I consistently come back to and this book is the perfect bridge between the first and third books. It has some similar framework from the first book while pushing against the boundaries readers are familiar with and laying the groundwork for the third. As the districts ramp up toward full scale rebellion, Katniss is just starting to dip her toes into caring about more than the relative safety of life in 12 for herself and her family. It’s a perfect trail of breadcrumbs to entice a 16 year old to carry the weight of the world on her shoulders.
